New Vegas Falling Through Floor

It spawns me stuck in the ground.

I seem to be unable to go into the side room in the tunnel that leads to nellis airforce base because i keep falling through the floor at the stairs. I got a strange bug going on and i cant really tell why i have a feel it something in my settings anyways the bug consist of mostly far objects like grass water fire smoke some mobs and random static objects to be visable though ground walls floors buildings people generally overlay on top of everything.
